No EU legislation regulates so far the conditions of entry and residence of third-country nationals wishing to work in the European Union. Discussions of the proposal on the conditions of entry and residence of third-country nationals for the purpose of paid employment ad self-employed economic activities in the Council have not lead to a positive result.
